House passes China trade bill

In a historic bipartisan vote Wednesday, the House of Representatives passed legislation to normalize trade relations with China. Enactment of the bill ends 20 years of debate over Beijing’s trade relationship with the United States. The bill, which was passed in the face of fierce resistance from organized labor and human rights activists, gives President Clinton one of his biggest foreign policy victories.
